Following the United Nations General Assembly's adoption of the Political Declaration of the High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases, on 3-5 November 2011, the IAEA's Programme of Action for Cancer Therapy co-sponsored the 4th International Cancer Control Congress (ICCC4) held in Seoul, Republic of Korea.
The ICCC4, which was conducted at the Republic of Korea's National Cancer Center (NCC), provided an opportunity for international actors in cancer control to come together to exchange the latest information, ideas, and practices on cancer control. The Congress aimed to share knowledge on cancer control to assist in the development of national cancer control plans that can achieve better patient outcomes and benefit those afflicted by cancer. The Congress was officially opened by Dr Jin-Soo-Lee, President of Korean National Cancer Center, Chemin Rim, Minister, Ministry of Health and Welfare, Republic of Korea, and Dr Simon Sutcliffe, Chair, International Steering and Scientific Committees of ICCC4, and Chair, Canadian Partnership Against Cancer.
PACT took on an active role in the Congress, with the Head of the PACT Programme Office (PPO) serving as the co-chair for the session entitled “Coordinating Care and Treatment for Cancer Patients”, with another PPO representative, Rolando Camacho, conducting one of the session's workshops focusing on establishing, implementing, operating and sustaining the capacity for quality cancer care. The main focus of this session was addressing the issue of optimal access to cancer care in low and middle income countries (LMIC) and devising strategies to improve the process and transition of each stage of cancer control.
PACT also sponsored two of the key speakers in this particular session, Niloy Datta, a PPO consultant and Eduardo Rosenblatt, Head of the Applied Radiation Biology and Radiotherapy Section of the IAEA Division of Human Health. Mr Datta spoke on the cost-effectiveness and economic viability of investments in radiation medicine in LMIC, concluding that, in most cases, long-term radiotherapy investments are cost-effective; an idea which has been demonstrated for high income countries, but which was still uncertain for LMIC. Mr Rosenblatt presented an overview of radiation oncology in cancer management, touching on innovative and existing technologies, explaining the positive and controversial aspects of recent technological advances.
As a direct contribution to the Congress' aim of assisting in the development of national cancer control plans, PACT sponsored 10 participants from developing countries in Asia and Africa, including PACT Model Demonstration Sites Mongolia, Sri Lanka, Vietnam and the United Republic of Tanzania, as well as Indonesia and Thailand. The sponsored participants consisted of executives of National Cancer Control Programmes, cancer centres and Ministries of Health, as well as medical professionals.
The ICCC4 also provided an opportunity for PACT to meet with one of its valued donors, the Korean Nuclear International Cooperation Foundation (KONICOF), who prepared a booth at the Congress to promote previous KONICOF/PACT collaboration and encourage future contributions to the PACT initiative. KONICOF recently presented PACT with a donation of US$ 20 000, which consisted of many micro-donations given by the Korean people.
The ICCC4, with more than 350 registered participants from more than 45 countries, was a major success and provided all of its participants with a valuable opportunity to discuss the many facets of cancer control, from the prevention of cancer and other non-communicable diseases, to translating cancer research into policy and practice.
